You can set the view only to members.
If the application is published for users it will show them on edit profile as they have access for the application to use it on their profile as per needs.
For the blank can you share more details what do you mean by even if its blank?

It does not seem module, its application. if you want to remove it you can disable it from plugin manager.
When you edit the profile page, you can see the options here to manage this application on your profile prntscr.com/ik7o8k
