If you have Jomsocial account that does not include any benefit for Joomlart site, there is no need to create account on Joomlart.com
As the product downloads and support limited to Jomsocial only. On Joomlart you can create free account that allows you to download free products.
Let me know more details the purpose to create account on Joomlart.com

I want to buy the promo developer plan, but when I click on "buy now", it ask for a Joomlart account, even when I am logged in with my Jomsocial account.
Need I have to create another account at Joomlart to buy that?
