I must be missing something and have looked on the forum but can't find a solution. In JomSocial admin I have gone to Theme Designer > Colours and thought if I changed the HEX colours in the appropriate fields, it would change the colours on the JomSocial template. Is this how it works, or do I need a special template other than JomSocial default ?

Yes, the colour will be changed to the default theme that you are using.
To create a new them please have a look on the documentation kit here: documentation.jomsocial.com/wiki/Templates_Documentation
Bu this you can create a new theme and apply your custom changes on that them.

Pankaj, if I have selected Jomsocial 4.5 Template in configuration should I be able to change the colours in Theme Designer? If so, nothing is happening when I do. I am using Impact Template by Joomlashack for the Joomla template.

Theme customizer work on the Jomsocial theme, its doesn't belong to any template.
If work only on the theme you selected in the Jomsocial.
Theme work for Jomsocial style and Template that you are using on Joomla is used by the whole site working.

I still can't get the toolbar colour to change, or indeed any element, despite selecting Jomsocial as the template in Jomsocial Configuration.
