please provide the link to the documentation that shows how to CONFIGURE tagging.
the one liner that I see in your documentation just says that you can add tags if you have permissions. Which is no help at all.
tagging images and people is completely different
if I am trying to tag an image of a cake with the words christmas cake so that people can search for christmas cakes in the cake category, I'm not going to tag it with a persons name.
There needs to be somewhere that I can specify the list of available tags, or an option like in simgallery where I can let the users type in their own tags.

If you are referring to hashtag then use #myhashtag in photo description or comment

If you are expecting some of the hashtag managing features found in some custom content managers for Joomla, those are not implemented yet as far as I know.
Yes, it's possible but only if you add photo via stream post box and hashtag it.
It won't work if you upload photo directly to album via photos and edit it later with hashtag.
