My installation does not display any possibility for a photo gallery in the frontend. In backend I can´t find any place to change it.
If user uploads several photos they were shown directly in stream of his profile. how to change that?

You misconfigured your site.
First of all you disabled most of user points in JomSocial configuration: prntscr.com/hqeguf
Take a look in upper right corner: Disabling the user point will also disable the activity stream creation.
That's why uploading photos to albums do not create activities...

Also if you upload photos on stream - they are by default located in "Stream" album.
But when you browse to photos and click "Photos upload" you may create new album and upload photos there.
