No, I'm sorry but NOT LOGGED in users (guests) can't do anything in your system.
Actions are registered in relation to user ID, guest user id is 0.
So no action can be assigned.
Also this would be security compromise as non registered user will be able to do things on your site.

- Screenshots with the URL visible in them and the problem marked are more than welcome.
- Tell us how to replicate the problem, we can't fix it if we can't find it.

It's not that easy - as you can see in event settings it says "Allow event MEMBERS to upload photos",
So even if you allow guests to write in event, they must be members to upload photos.
As JomSocial is Open Source you may overwrite this but it rather be a core hack.
Core hacks are not recommended nor supported as they may not working with future JomSocial releases and/or cause issues that won't be not supported. Users with core files hack often refuse to upgrade their installation to keep those hacks and they are stuck with outdated and unsupported versions. Also, core hack will be overwritten during upgrade.
