Is it possible to setup a course and have a PDF for the course content the student downloads and then have a final test? Dont need to have quizzes in between, just those two things.

Yes, it's possible. Just create a lesson before final exam that will contain PDF file.
Or just add file to a whole course. Just when editing course information, click "Exercise files" tab and add your files there.
Then student will be able to download them at any moment.
- Instead of saying: 'it's not working', explain the problem in detail.
- Screenshots with the URL visible in them and the problem marked are more than welcome.
