Can I organize a photo contest with JS?

I would like to setup a contest, where users upload one or several images about a certain topic.
All users then can vote for each image. Only one vote can be given per user.
The image with the most votes win.

Out of the box this is not possible, but i've seen some third-party extensions doing this. Unfortunately this extension is not developed for years forum.joomla.org/viewtopic.php?t=409651
