I am looking at purchasing the latest version of JomSocial and I want to check about Video Uploads. Do we still need to have FFMPEG installed on our server in order for members to upload videos directly onto the community? The reason I ask is that our server provider are insisting that we will need to upgrade our account to a considerably more expensive tariff in order to have this installed (currently on a shared server).

Yes you still need FFMPEG, since that is required for upload video feature.

The another solution you can use Zencoder but it more expensive then use your own server :)
