*- members have to sit to groups by some mebres to talk > VIDEO AUDIO TEXT, need is link another methods communications as TEAMSPEAK support page, Face skype, gmail
*- members communicate longer time PM mails, and FORUM where is archived:

Well, you have a lot of request :) But as I see not all of them apply to community builder extension. Most of them could be covered by 3rd party extensions and Joomla! itself.

What you need most is a skilled Joomla! developer with JomSocial knowledge. I'll answer point by point:

1. Member profiles could be created by JomSocial, each member has his own, with own wall, photo albums and videos.
2. JomSocial has group feature where they can communicate by text. If you need other forms of communication like audio or video - you'll need a 3rd party extensions like chat.
3. JomSocial has PM feture. If you need a forum - we recommend Kunena.
4. This may be covered by Joomla!
5. This may be covered by Joomla!
6. This may be covered by Joomla!
7. This may be covered by Joomla! but for streaming you'll need an external service e.g YouTube Live.
8. Then maybe events with location - this may be covered by JomSocial and it's events feature. Also groups may have their own events.
9 .This may be covered by Joomla!
10. Members have profiles - members join groups - communicate there or on forum.
11. JomSocial doesn't have full Joomla! ACL support yet but there are administration tools in frontend as well as group moderator. If you'll need more ACL support them JomSocial Profile Type 3rd party extension will be ideal for you.
12. Site color and layout depends from your template. Lets presume that you'll use our template Socialize - colors may be easy modified by simple css tweaks.
13. Members may have titles - members with "team leader" title may be asked things via PM in JomSocial.
14. JomSocial has both quick- and advanced search features. Also profile field values are clickable (please, check JomSocial demo at demo.jomsocial.com). League plan matches may be published using Joomla!

16. I'm sorry but I can't say how much time will take to build such a site. Id depends how many and how skilled developers you'll have. How many content and how complex site structure will be. But you'll need to count domain cost + server cost + developer hire cost + 3rd party extensions cost.
17. I wish you good luck :) You should start with someone who knows what's cookin' a skilled developer. Then together plan whole site. I see that you have and Idea - good, that's a great start, but Idea needs to be turned into flesh ;)
