if i bought the SUPERCHARGED Jomsocial for $299, do i have to renew my license every 6 months or every 1 year.

Well, you don't have to renew your license after 6 months. It's completely up to you.
After that time you may continue using JomSocial on any number of sites you want.
But what you gain if your license is valid (renewed)? You'll have access to support forum, new versions and upgrades.
Without valid license you'll not be able to read forum threads, your community will be unsupported and no patches will be available for you.
Regarding exchange rate - I assign Billing Department staff to your inquiry.
- Instead of saying: 'it's not working', explain the problem in detail.
- Screenshots with the URL visible in them and the problem marked are more than welcome.
- Tell us how to replicate the problem, we can't fix it if we can't find it.

- Always provide us with access details to the backend and ftp. We need it to debug problems.
