If some "client2" has PROFESSIONAL (or SUPERCHARGED) subscription and "client2" and "blockedclient" use it on different sites ("client2" use his own domain in account settings to get support), can "blockedclient" renew STANDARD subscription without Theme Designer and get support by using PROFESSIONAL (or SUPERCHARGED) version with Theme Designer?

Your second question is already asking how you can try to out smart / beat our licensing system and get more that what you are prepared to pay for. This is exactly the reason that account was blocked in the first place. You cannot renew a standard license then ask for support on another users pro license. You have to be joking to think that this would be acceptable. For this reason the answer to your first question is No we will not unblock that account.
