If you add a tag in photo description when uploading photo in PHOTOS - tag will not work.
But if you upload photo via postbox on stream and tag it there - this will work.
But it seems that if you tag in photo comment tag appear... but doesn't list photo... seems to be a bug but is somehow different thatn you described.
