1. We want to create a networking site. And , one of the features will be "People You May Know". Now depending on your country, profession , contacts, etc, does your system have this feature where it gives good relevant results for "People You May Know"
Ofcourse, the results of this will also be related to your contacts and their contacts, such that if you are a contact of John, and John has recently connected with Craig, then Craig will come in my "People You May Know" .. if that makes sense?

1. Unfortunately currently JomSocial doesn't have built-in feature for friends suggestions. But this could be implemented very easy using 3rd party extensions like:

All further questions you may have - like how it work in details - you should ask extension developers.
2. No, there is no common condition based on which such a suggestion could be made. Groups don't have parameters like e.g location. So I'm sorry but this can't be done easily.
But JomSocial code is so flexible that always you may hire freelancers or professional developers so they could create and implement such a feature... nearly everything could be done this way.

- Screenshots with the URL visible in them and the problem marked are more than welcome.
