I'm a complete neophyte so I'll apologize in advance if these are dumb questions.
1. Is there a try before you buy program (Trial)
2. Does my Jomsocial community become part of my current web page or is it a URL unto itself?
3. Does it require any maintenance on my part?

1. We don't have a try before you buy. We do have a demo site that is fully functioning copy of our product so you can use it and make sure it will do as you want. demo.jomsocial.com
2. Yes, Jomsocial installs on a Joomla site and becomes a Joomla menu item
3. Other then normal upgrades and site maintenance the product is set up as a standard Joomla installable product

When you say it installs on a "Joomla site" does this mean that I have to have Joomla site that's different then my own web page and if so does that mean I need to create or pay for a site on Joomla to use this product? I apologize but a don't know what Joomla is as I was just searching for a FB - Like platform that I could create and found myself here.

Yes Joomla is what runs the site and our product is an add on, Joomla is open source so doesn't cost anything www.joomla.org
