I need to add social networking capabilty to my website driven by Joomla. With Jomsocial installed on my site, can a registered user create and manage his/her own group? I watched your webinar on you tube, It gives a detailed intrduction on how the whole website owner/administrator can create groups and manage it from the backend admin area. What I need is to allow registered users to creat their own groups, does this user must have access to my website back and admin area in order to do that?

Yes it can, there is some setting in Jomsocial depend the multiprofile, so you can set some user can create personal group or not, but by default all user can create new group as well.
