Video with «Site Members» privacy can't be Featured

Hello.

1) add linked video for public
2) edit video and set Site Members» privacy
3) open video in modal or same window
Result; now there is no "Make video Featured" button.

Is it works as supposed or it's a bug?

Hi,

This is default behavior, featured function only available for featured video.
