It's because you need to have installed FFMPEG library on your server and configure path to it in JomSocial.
Most shared hostings don't provide FFMPEG or they use outdated version. You need a recent one so it could work with JS.
Video files conversion is a must as only certain video format are supported like mp4.
You'll also need a cron job to fire file conversion.
