Hi,

there is an imagemangic path at jomsocial backend > photos > photo setting

/usr/local/lib/php/extensions/no-debug-non-zts-20121212/imagick.so

because your php configuration using Open basedir, that open basedir value gave restrition to read that image magic extension.
for solution:
put that image magic path to open basedir
or
turn off open basedir at php configuration
or
remove image magic path from jomsocial photo settings
