You can't do that in backend.
The best way to change member avatar will be to log in to frontend with Super User credentials.
Then just click on member avatar and upload new one ;)

- Screenshots with the URL visible in them and the problem marked are more than welcome.

- Make sure to setup JomSocial Cron Job
- Always provide us with access details to the backend and ftp. We need it to debug problems.

I see that you just can't reach your profile page at frontend.
This is because you removed all menu items in JomSocial Toolbar.
This menu is used for component internal navigation - removing those items will cause navigation issues.
Now you'll need to recreate all item in this structure:
Profile
|— Change Profile Picture
|— Change Profile Video
|— Edit Profile
|— Edit Details
|— Privacy
|— Preferences
|— Customize My Page
Friends
|— Show All
|— Search
|— Advanced Search
|— Invite Friends
|— Request Sent
|— Pending my approval
