Hi,

you need to setup cron job task at your server.
that cron job need execute:
http://[your site domain]/index.php?option=com_community&task=cron

please set that cron job for running every 10 minutes or more.

here the result while I executed that cron job manually from browser:

seem the issue with uploaded video file it self. please try with other video and send me that video file to my email:

video converting always depending with FFMPEG it self (not perfect). jomsocial only execute it.
