ISSUE SUMMARY:
Uploaded photos do not reconform to specified template size. My understanding that it is set to 1140x428. Uploading a photo sized at 1140x428 results in a photo that has several hundred pixels available to reposition rather than fitting into the space allowed. Almost as if it has been resized larger than photo uploaded.

STEPS TO REPLICATE:
1 Upload 1140x428 photo to change profile cover
2
3
4
5
RESULT - Photo does not fit into space, it is larger
EXPECTED RESULT - that photo fits into the 1120x420 space available for display
BROWSER - Chrome or Edge

Hi,

so, you need upload the image cover with dimension large than 1140px, if not the image will be pixelated.. oh ya, also you need set "Image Output Quality" to very high on photo setting, for getting the best image quality.

thank you

My issue has nothing to do with pixelation or quality. If I upload an 1140 x 420 pixel image, it does NOT fit into the displayed area. Rather, it gets larger as is evidenced by the ability to scroll it around to reposition.

you better provide me the screenshoot of your issue, so I can understand well

but anyway, the size is depend the browser layout size, it can be 1140 x 420 or can be less... because its responsive, I think you already knew about it right :)
