Email notifications of tagging not being generated

ISSUE SUMMARY:
When a user is tagged in a photo, they are notified with onsite notification but they are not notified via email. At one point this was working as I see old emails in the queue with tag notifications.

STEPS TO REPLICATE:
1 Tag a user

RESULT Tagged user is not emailed even though they have that notification checked
EXPECTED RESULT Tagged user is emailed

Hi, Steve.

I created new user, made it a friend with account you provided us.
Then I tagged it on stream. Email was created in queue: i.imgur.com/lmFg8jX.png
It's pending and after I fired cron job manually I received it: i.imgur.com/8wMtbbL.png
So it seems to work.

- Instead of saying: 'it's not working', explain the problem in detail.
- Screenshots with the URL visible in them and the problem marked are more than welcome.
- Tell us how to replicate the problem, we can't fix it if we can't find it.
- Make sure that your site/server meets JomSocial System Requirements
- Make sure to setup JomSocial Cron Job
- Always provide us with access details to the backend and ftp. We need it to debug problems.
- If you have a similar problem, but a solution you found isn't working, open a new thread instead of 'merging' with an existing one.

- Use the "Thank You" feature on any post that helped you

It is actually the photo tagging that is not working properly. Users tagged in a photo are not being notified. Thanks.

Anyone have a chance to look at this yet? It is when a user is tagged in a photo that they are not notified via email. Tagging a user in the stream works as expected.

This seems to be a valid bug.
I reported it to our developers.

- Instead of saying: 'it's not working', explain the problem in detail.

Please, do safe copy of those files:

ROOT/components/com_community/controllers/photos.php
ROOT/components/com_community/libraries/notification.php

Then replace original files with patched one from packege.
