Photo Privacy Set To Public Not Working

ISSUE SUMMARY:
When photo privacy is set to public guests can view photo thumbnails but when they click to enlarge them a log-in box appears instead of the photo.

STEPS TO REPLICATE:
1 Visit my JomSocial site.
2 Navigate to photos-all photos
3 Click on any album to enlarge (all privacy settings are set to public).

RESULT Guest is prompted to log in.
EXPECTED RESULT Guest should be able to view the photos.
BROWSER All
