ISSUE SUMMARY:
During registration, the screen for the avatar upload does not allow for the avatar to be displayed. I am able to browse for and upload the image, but the image is not displayed. I've read the documentation.jomsocial.com/wiki/Toolbar_Explained link and I have modified the JomSocial tool bar to make the photos (and all other JomSocial Toolbar items public). This did not help the issue, although was recommended in this post:

I changed all of the JomSocial tool bar items that were previously set to "Registered" in the Joomla ACL to Public.

STEPS TO REPLICATE:
1 go the frontpage of the website listed below
2 click the Sign up button
3 go through the registration process
4 on the Avatar screen, choose a file and upload it
5 note the default image is not updated.
RESULT - no updated avatar image
EXPECTED RESULT - an updated avatar images
BROWSER - Google Chrome

please delete JomSocial and JomSocial Register, emptying it from trashed. and re-create JomSocial but with public access level.
jomsocial home paga must always as public.

Ok, this worked. The issue was not that the JomSocial Toolbar ACL settings needed to be set to public. It's that the entry page for JomSocial needed to be set to public. The entry page is under the "Main Menu" of the site. Simply by changing the JomSocial entry page to public, I was able to successfully upload the avatar during registration.
