Privacy settings not being followed

ISSUE SUMMARY:

Privacy settings for the user, group and album all say public - and yet photos uploaded don't show to the public

STEPS TO REPLICATE:
1 go into group page (a public group)
2 post a number of photos - user's photo privacy setting is public
3 check post privacy's setting is public - it is
4

RESULT = try and view photos as non-logged in user = 'you are not allowed to access this resource'
EXPECTED RESULT = photos shown
BROWSER = chrome, latest
