ISSUE SUMMARY:
after upgrading to JS 4.0.7 I can upload photos to an group album but every visitor gets the error message that he is not allowed to view this resource. The mail notification each group member gets includes a unvalid link and a result as attached:

It works well by uploading the photos from home page, no group and allowed to members. But the album should be in the group.

Tagging persons on a photo causes a "undefined error".

Uploading a video works as long as the files are small (10 MB) but it fails if the file is 180 MB or more. The upload starts over again and again and quits after a while with an "unexpected error". This happens while uploading in a group and from home page -> menu -> videos

please turn off Open basedir from php configuration. with open basedir jomsocial will not 100% works

I did. But this does not make any difference with the problems reported. I switched on "open basedir" yesterday to give it a try. It is off now.

with open basedir, you cant upload the photos from sharebox.
now I can upload it.

there is no any error message

for video upload please increased max_execution_time and max_input_time to 3000

about issue 1 & 2, maybe I missing something. please elaborate more if any.
