ISSUE SUMMARY:
When I click on Photos on the menu from the toolbar. The Create New Album is not displayed.
Can you help me correct this?

Please you check again. it should work fine now.

this issue caused by community menu was missing... well, I suggest you upgrade your Jomsocial to the latest version.
