This issue related with htaccess or server configuration, when I disabled the SEF setting everything is working fine, I able to upload cover from mobile.. For upload avatar in mobile you should do it from this page index.php?option=com_community&view=profile&task=uploadAvatar&Itemid=113

Ok Dimas. Upload working, but crop image to avatar doesn't work. I have made a topic about crop and the answered wait new version, but in this version still doesn't work. The transparent box cannot be drag.

Currently the crop avatar is not working in current Jomsocial version, we will improve it in version 3.3
