Is there a way to give users an option to make photo's public or private when they are uploading them to the site?

You can set the privacy depend the album, try to create album in photo page, and you will see the privacy there..

Thanks for that info. I have been playing around with the site and I noticed something I would like to ask about.

I noticed that if user1 uploads an Avatar or cover photo or makes a post. User2 will see the changes\updates on his home page in the newfeeds, but they are not friends.

Is there a way to change that to default to friends only? I would like to have it setup on more of a private affair, and not so wide open among users.

You can change it in edit privacy page for each user, or you can edit all global user on jomsocial configuration
