This is some suggestion for you :)

if you add some criteria on "User Points" please make it publish.. if you disable or unpublish that user points criteria, that criteria will not show on activity stream..

last time, you disable "Photo Upload" on user points, that why when user upload a photo, it doesn't show on activity stream :)
