But i cannot find the section which is given under "Additional Settings " section in this given link on my jomsocial 3.1 administrator.
Can you give me any solution for this? Or is there any other documentation for jomsocial 3.1?

Those additional settings are out of date tbh. They applied when we didn't have JS frontpage broken down into modules. All those recent videos etc settings were moved to their respective modules.
