Can you edit photo?

Maybe, I'm missing it somehow, but is there an option to add a description to a photo once uploaded to an album? If so, how does on do that? Or, is the description only available for the album itself, and not individual photos?

Descriptions on photos are actually called captions in JomSocial.
Captions are by default made out of file name, but if youre an owner of the image, you can simply click on the caption located right under the image viewport and change it.
