The JS profile completeness module doesn't have loading circle around the percentage as seen in the image. Is it meant to be like that as when I enable this module on other pages it shows the circle around the percentage.

When i click on "Members" button in the toolbar. the page shows the circle around.

This is not working on jomsoical page only, I test on another page like "All photos" page and the grapich is showing fine.. please you try upgrade your Jomsocial to the latest version 4.2.5, I hope it will fix the issue.
