Because it's not needed as you may use Joomla! language override to easily change it.
Why create special forms to change simple line of text?? :)

Well, maybe because you have a very simple form to change the picture that shows just behind that text. Or maybe because there are a lot of very subtle settings managed from the backend that are less relevant.

Or maybe because that is the first thing users are going to see when they arrive to our sites and maybe this community would like to change that oftenly without opening a php file or the language override?

There are so many reasons man, are you a jomsocial user?

As I said YOU DON'T HAVE TO EDIT ANY FILE in order to change this text. Just use Joomla! language override.
Here is the form you asked for. You may change that way ANY text in Joomla! or JomSocial.
So there is no need to duplicate that feature.
Image in background is different story thus it needs a form to be changed without file editing.
So no, we won't add special option to edit that text :D
