You do that the same way as for any other Joomla! menu.
Just create new menu item in JomSocial Toolbar and set access for it as "Publisher".
- Instead of saying: 'it's not working', explain the problem in detail.
- Screenshots with the URL visible in them and the problem marked are more than welcome.
- Tell us how to replicate the problem, we can't fix it if we can't find it.
- Make sure that your site/server meets JomSocial System Requirements
- Make sure to setup JomSocial Cron Job
- Always provide us with access details to the backend and ftp. We need it to debug problems.
- If you have a similar problem, but a solution you found isn't working, open a new thread instead of 'merging' with an existing one.
- Use the "Thank You" feature on any post that helped you
No this doesn't seem to work. I have created a menu item in JomSocail toolbar, added its acl to an access level called special(which includes publisher) but when I log in and navigate to my JomSocial profile in the menu I can't see the newly created item.
This seems to work only for Super Users.
There is no way to use ACL in JomSocial Toolbar. As we explain in our documentation:
Trying to restrict items with Joomla ACL - Again, toolbar is not a classic Joomla Menu. We simply used Joomla menu manager to allow users to easily add new items to the toolbar which is internal component navigation'. As such it does not respect Joomla ACL as JomSocial won't support it before version 3.5 either

Right... I posted my first answer before I tested.
I did this before and it worked. Just after realized that it worked... but only for Super User.
So to sum things up: it works only for SU, but won't for other access groups
