Welcome message in new user stream

ISSUE SUMMARY:
I have users set to Private by default, so folks see only posts by friends. Of course, for new users who have no friends yet, they have an empty stream when they join. I would like to have a default stream post form me, welcoming them to the site, and giving them some tips. It seems very sensible, and might already be an option that I am unaware of.

How can this be done?
