I already answered this but I guess it did not submit.

I would like to have a message appear, in their stream, or a popup, (anywhere really), the first time they access their profile. This message would welcome them and tell them where to find our help files, on how to contribute, how to contact us, etc.

sorry its not possible. jomsocial not able to do that.
you need to build this function as 3rd party plugin.
