seems this is twitter issue, which their server always overload, maybe you can ask to the twitter forum/support, I just checked again minutes ago, and its fine

I mean: when I am not connected to JomSocial as a user of JS, Twitter works, I can see my tweets. But if I connect to JS as a user it doesn't works anymore, I cannot see my tweets, instead I get this error message: Unable to contact Twitter at this point in time. The server at Twitter is possibly overloaded right now.

Seems this is random issue caused by twitter connection, technically when the system ask the request to twitter server the response sometimes empty.

but well, another solution, not sure it will work or not.. please you open this file components/com_community/libraries/twitter/tmhOAuth.php, find this code :
