Using Joomla 3.4.5 and JomSocia 4.1.1

Dear support:

We are unable to access the Joomla Installer and the Groups Setting under Jomsocial. We are getting a "Site Temporarily Unavailable - Connection Time Out. - Please Try Again". There seems to be an issues with the license settings. We contacted to our hosting company technical support services and after extensive research they determined the following:

php_value post_max_size 30M
php_value upload_max_filesize 30M
php_value max_execution_time 300
php_value max_input_time 300
php_value mysql.connect_timeout 120


I was able to find a few errors in the php_errors.php file.
