you can use overrides:
copy actions.php from /components/com_community/templates/jomsocial/layouts/stream/ to /templates/[your frontend template]/html/com_community/layouts/stream/

edit that file, and you can put new code between line 43 to 85.

Thank You for your valuable feedback I have Actions.php file on same folder that you mention but destination folder doesnt exit. may i have to create it.
I have templates/my frontendtemplate/html folder. but in html folder com_community folder doesnt exist.

I want to put a promote button ! when User likes any image on site he can promote it under particular category ! when user clicks this button one popup window should be open to choose under which category he want to promote image which he choose to promote.
and that image should be add under particular category in menu named promotion on side bar !! so tell me how to do it step by step !!?

its hard to make customization like that. too much efforts and beyond jomsocial support.
you need to make changes at jomsocial javascript and php programming language.

I suggest you to looking 3rd party/freelance developer
