This issue is not related with JomSocial.... but rather with Joomla!
It seems that you didn't or wrongly configured mail settings in Joomla!

Try to use SMTP mail configuration instead PHPmailer in Joomla!. For further details, please, post on Joomla! forum.

i have contacted my hosting server. they are telling that they tested with PHP,SMTP and MAIL on my site some moments ago, but the register function is not working in the application.

The reply of my siteground is :
I have configured your Joomla! to use the SMTP service on the server properly, but the registration form of your website still does not work. I also tested with PHPMail and SendMail and the problem is still the same and the Register button does not work at all.

This does not appear to be related to the email settings of your application at all.
