I don't get it:

There are .ini-files in the /Jroot/language/de-DE/ folders that contain language overrides like:

PLG_FRIENDSLOCATION_TITLE="Orte von Freunden" (in de-DE.plg_community-friendslocation.ini)

but they are not used at all!

This works only if I apply the overrides manually via language manager in Joomla but this can't be working as intended.
What's wrong?

I think you have string error on this file de-DE.plg_community-friendslocation.ini, you can debug the language by activate the debug lang on joomla global configuration.

If I take PLG_FRIENDSLOCATION_TITLE as key value for the override it is found instantly and I can override it.

I'm using the official German language pack.

I see, I think this is a bug..

Will wait for a bugfix then and use overrides for the time being, for every English string I encounter.

for time being I suggest you use language override, this bug will be improved on next mayor version 4.1
