Main notifications on top of page missing

Hi. After a reinstall of by entire backend ive found that i can not find the main notifications on the top of all profile pages. I can find it as a plugin or as a module to add it to a menu function. Ive looked all around and simply cant find it. Been looking for the best part of a day. Can you help at all
