how to have js toolbar like your Socialize template ?

I've seen on your template Socialize you have added a toolbar on top. See link : gallery.mailchimp.com/7c68e66a0a1710bce4...ges/toolbar.fw.1.png

How can we add it in other templates ?

That is impossible, you only will have it in Socialize template,

but if you really want global notificaiton you can use mod_notify
