Own registration rules fault

I have make the rules for registration active, but when users want to uses there Facebook account it isn't possible to use there account.
As you can see they get the messages:
You must accept the registration rules.
But as you can see they have check the box that they are agreed but when clicking on the button nothing is happen.
If I disable the registration rules that everything is working fine.
Any idea why the registration rules function not work?

I just registered on your site via Facebook without any issues.
This modal window shows after I clicked "Volgende" (and accept rules was marked: prntscr.com/49p6ma

So does it happens on certain web browser... or only for certain users?

- Instead of saying: 'it's not working', explain the problem in detail.
- Screenshots with the URL visible in them and the problem marked are more than welcome.
- Tell us how to replicate the problem, we can't fix it if we can't find it.
- Make sure that your site/server meets JomSocial System Requirements
- Make sure to setup JomSocial Cron Job
- Always provide us with access details to the backend and ftp. We need it to debug problems.
- If you have a similar problem, but a solution you found isn't working, open a new thread instead of 'merging' with an existing one.

It's not working when users use Internet exploder.
But if I disable the function than it is working
