As I suspected... issue is caused by JUX Megamenu css code :/
When I disabled megamenu - tooltips become visible again.

Because my module gets file "jquery.js" from the internet. But your site has file"jquery.js" too => It is conflicting. But you can contact with person create jomsocial and they can help you with this problem. because if we comment the line code that gets this link:
code.jquery.com/ui/1.12.1/jquery-ui.js
=> our module can do with Tab type.

JomSocial nor Socialize doesn't load own jQuery library. Both of them use native Joomla! jQuery:
www.cubejunction.com/media/jui/js/jquery.min.js
So if there is conflict, then it is with Joomla! not JomSocial.
Or they mean other jQuery related file? File name they provided doesn't apply to any existing file in your site header.

. this is a library that can't edit code. and our product is using. => we can't edit it that can don't conflict with JomSocial.
Please check Jomsocial can compatible with this library.

What a shame that they don't want to take responsibility for this issue.
I can only repeat that we don't load any jQuery library... so conflict is not with JomSocial but with Joomla! JomSocial uses only what Joomla! offers.
The same apply to Socialize - it uses Joomla! jQuery.
Please, ask them to specify WHICH jQuery file they mean exactly. They should provide full URL of this file. "jquery.js" says nothing as no such a file is present.
They are using external jQuery library totally ignoring the fact that Joomla! already loads this library already - they should use J! library instead of loading another one...
