ISSUE SUMMARY:
i have an account that set privacy that only friends can see all my activites.

when i try to create new user, the new user can see my other account that been set to friends only

I just test it and evetyhing is working fine.. as admin i status for friends only, and then my tester account login to check it.. and I unable to see that admin's status..

on the second picture, if i set the privacy to friend only... tester account cannot see super user account since its already been set to friend only... and tester is not friend to super user

do you mean profile privacy ? or status privacy, if status privacy I already replicated it and everything is fine.

But if you set profile privacy the tester account will get this notif "You cannot see this profile due to privacy settings." when open that admin user profile, but tester still can see the stream from admin.
