He says:

"Number of emails per cron run" - this means MAXIMUM number of emails per cron run.
Now you need how often cron is run in your settings.

Your server limitations are above settings in Joomla! or JomSocial so if your server this way or another reaches the limit - other emails will be blocked.

- Make sure that your site/server meets JomSocial System Requirements

No, We don't send anything. YOU may send, but like I've said it's UP TO.
It depends from how many activity is on your site, how many users you have and what are your server limits.

You should understand it as UP TO 10,000.
Sending emails is controlled by your server settings and they override any other mail settings.
So if your server allows to send only 1500 mails per day then setting 10000 has no sense as all emails above 1500 will be blocked.

I suggest you set email digest to settings that are close to what your server offers.
