hi,
after Jomsocial update 4.1.6 to 4.1.7, If a new user attempts to upload an avatar image file during new registration, the process stops and goes no further. If they click on the 'Skip' button they can then complete the registration. However, they must then go to edit profile after logging in and then can proceed with uploading their avatar.

the backend settings in the jomsocial toolbar are already on public.
